A basin of attraction forms when the complex dynamics of a system tend to inhibit centripetal forces and keep the system within some bounded paramaters. A typical example is a marble at the bottom of a bowl. Shake the bowl and the marble moves around. But as long as it doesn't fly out of the bowl (e.g., escape the basin of attraction) then eventually it will settle back down to the bottom.
A healthy example would be homeostasis where the integrity of the system is maintained as a "basin of attraction" over and against changes that would be disruptive of the system (e.g., sweating to cool down a body that is getting outside of its healthy temperature).
An unhealthy example might be police state fascism where a combination of surveillance, propaganda and violence is used to keep the community in an unhealthy state in-spite of potentially significant desire to exit it.
