Broadly, this includes surfacing the problem, assessing it, deliberating on it and designing, implementing and maintaining solutions to it.
In Game A, for example, we can look at how the financial crisis of 2008 was surfaced, assessed and deliberated upon and how solutions have been designed, implemented and maintained. The financial press, for example, played a role in surfacing the problem. The problem was deliberated on both in the public press and in private academic and political institutions. The solutions were designed entirely within bureaucratic/regulatory institutions (and messaged to the population via mass media) and the implementations involved monetary policy via the Fed, fiscal policy via the White House (with input from Congress) and via the creation of several new bureaucratic institutions to attempt to provide "long term fixes" to the problem.
In general, the members of a civilization are relatively unaware of their civilization toolkit - it is simply part of the narrative and as such, is unconscious and "simply obvious".
